With reference to your letter of the 25th of January last, I am directed by The Earl of Rosebery to transmit to you the accompanying copy of a communication from the Chinese Minister at this Court, expressing the hope that Her Majesty's Government may consent to the Opium Agreement, signed the 18th of July last, being put in force without waiting for the formal exchange of the Ratifications, together with the draft of the reply which it is proposed to return thereto.
